A study of the impact of ICM strategies on U.S. 75 Corridor estimated the capital, operating and maintenance (O&M) and annualized costs of a 10-year ICM project. The study used an Analysis, Modeling and Simulation (AMS) framework to assess the impacts of ICM on the corridor under high, medium, and low travel demand, daily operations, and freeway and arterial incidents. The study investigated various ICM strategies, including pretrip and en-route traveler information, mode shift to transit, freeway ramp metering, signal coordination on arterials with freeway ramp metering, physical bus priority, and congestion pricing on managed lanes.
The study assessed capital costs, which are up-front costs needed to procure and install ICM equipment; O&M costs, which are the continuing costs necessary to operate and maintain the deployed equipment including labor costs; and annualized costs, which are the average annual costs of deploying, operating, and maintaining ICM. Annualized costs are especially useful when estimating long-term budgetary impacts of ICM projects. Annualized costs are determined from capital costs that have been amortized over the anticipated life of each piece of equipment.
