Annual operations and management (O&M) cost estimates have been developed for four types of traffic management centers (TMC) – regional, large, medium, and small – considering the potential size of the cities in the Maricopa Association of Governments (MAG) region, Arizona. Actual and estimated data, as well as data from the previous studies for the St. Louis area are used in the final estimates reflected in this summary.
The annual operations and maintenance costs for a TMC include physical plant expenses and utilities, as well as salaries and benefits of the personnel. Although many agencies own the TMC building, building rental is used as the basis for analysis because rental cost is easier to understand than the amortization of a building as an asset.
Tables 6-1 through 6-4 in the source report provide detailed cost estimates for four types of TMCs, a summary of which is presented below. Estimates are for the stand-alone operations and do not include cross-jurisdictional operations. All costs are adjusted for the current year of analysis (2002).
