This report covered a small-scale study of parking pricing systems to help state officials and other policy makers discuss the implementation and operational costs of alternative revenue-generating systems.

Cost and revenue data were collected from only one parking pricing system in the Westminster area of London, England. Over fiscal years 2004 to 2008:
  • Operating costs averaged $77 million.
  • Revenues averaged $136 million.
  • Average operating costs were estimated at 56.6 percent of revenues.
